Director of Business and Community Services

Throughout her career, Emily Doerr has worked in both the private and public sectors, leveraging her dynamic vision to build important and thoughtful programs for the people she seeks to support.

Now serving as the director of the City of Flint’s Business and Community Services (formerly the Department of Planning and Development), Doerr has built and encouraged strong teams to meet the needs of residents and business owners. She has worked diligently to usher in diverse housing initiatives, developing and sustaining best practices in delivering customer-centered business services, and managing daily urgencies with long-term planning for the betterment of the city.

In addition to several roles with the City of Flint, Doerr is also an entrepreneur. She is the founder of Flint City Bike Tours and Queens’ Provisions, a wine and charcuterie shop in Flint’s historic Carriage Town neighborhood.

Her resume includes positions with the State Land Bank Authority, Metro Community Development, Consumers Energy, Michigan Economic Development Corporation, City of Oak Park, Detroit Regional Chamber, Wayne Metropolitan Community Action Agency, and Community Economic Development Association of Michigan. She has also served on numerous boards and commissions including the McFarlan Senior Housing Group, 100K Ideas, Friends of the Alley, Woodland Park Academy, and the Flint River Corridor Alliance.

Doerr earned her bachelor’s degree in economics from Central Michigan University and a Master of Business Administration at University of Detroit Mercy.
